SUMMARY:

 

 

Overview

 

Today’s action will express our Board’s continued opposition to Senate Bill 1703 on regional government, based on our position as stated on May 21, 2002.

CHAIRMAN ROBERTS:

Direct the Chairman to reiterate our Board’s position on regional government, and to express our Board’s opposition to SB 1703.

BACKGROUND:

On February 12, 2002 (21) our Board created an ad hoc subcommittee to study regional government and report back our findings.  With the same action, the Board expressed our desire to see a regional governing body that was accountable to the people through direct election and a regional governing plan that would be approved on the ballot.  On March 19, 2002 (29) our Board reaffirmed its commitment to direct election and voter approval of the plan, and added that a regional agency should focus on transportation issues as the primary regional concern, and that any land use authority ought to be limited to transportation issues.  On April 20, 2002 (13) the Board discussed regional government at greater length and expressed support for an independent, directly elected regional agency.  On May 21, 2002 (11), our Board unanimously approved our Ad Hoc Committee on Regional Government’s recommendations in support of a regional transportation authority that would be governed by a directly elected board, and which required voter approval.  At the same meeting, the Board directed the Ad Hoc Committee members to transmit our Board’s position on regional government to our state delegation.  The members of this committee actively opposed legislation that was not in keeping with our Board’s two basic principles: 1) that any regional transportation board must be directly elected, and 2) that the people of San Diego County must have the opportunity to vote for the creation of such an agency.

 

I respectfully request that our Board reiterate its position today because SB 1703, Regional Governance, awaits signature by the Governor.  This bill consolidates transportation planning under the San Diego Association of Governments, an agency that is governed by a 19-member board whose members are appointed by the city councils and the Board of Supervisors.  In light of the fact that SB 1703 does not create an agency that is directly elected and does not require voter approval of the consolidation, our Board must express its unambiguous opposition to this legislation.
