Reducing Crime Through Education - The Literacy Project

1.         SUBJECT:    REDUCING CRIME THROUGH EDUCATION – THE LITERACY PROJECT

OVERVIEW:

On January 11, 2000, at the recommendation of Supervisor Ron Roberts, the Board of Supervisors requested that the County develop a pilot program to improve general education and literacy among non-violent offenders in San Diego County.  The intent of this program is to address the strong correlation between criminal behavior and lack of education and literacy skills.  In response to the Board’s action, the District Attorney has put together a committee that includes the  Community College District, United African American Ministerial Action Council, the San Diego Council on Literacy, the Probation Department and the Office of the Public Defender.  The proposal before you today initiates this pilot program as of  March 1, 2001.

 

FISCAL IMPACT:

District Attorney

Funds for this request are not included in the fiscal year 2000-2001 Operational Plan.  The funding source is District Attorney Proposition 172 prior year unexpended funds.  If approved, this request will result in $18,594 fiscal year 2000-2001 costs and revenue and fiscal year 2001-2002 costs and revenue of $75,758.

 

Probation

Funds for this request are not included in the fiscal year 2000-2001 Operational Plan.  The funding source is District Attorney Proposition 172 prior year unexpended funds.  If approved, this request will result in $39,826 fiscal year 2000-2001 costs and revenue; the addition of .5 staff years; fiscal year 2001-2002 costs and revenue of $104,638 and the addition of 2 staff years.

 

RECOMMENDATION:

            DISTRICT ATTORNEY AND SUPERVISOR ROBERTS:

             1.   Waive Board Policy  A-91 Mid-Year Budget Changes.

 

             2.   In Accordance with Board Policy A-87, Competitive Procurement, approve and authorize Director of Purchasing and Contracting on behalf of the County of San Diego  to execute an agreement with the San Diego Community College Continuing Education Centers for instructional and educational services.  Waive the advertising requirement of Board Policy A-87.

 

             3.   In accordance with Board Policy A-87, Competitive Procurement, approve and authorize the Director of Purchasing and Contracting on behalf of the County of San Diego to execute a Contract with the San Diego Council on Literacy for educational screening services.  Waive the advertising requirement of Board Policy A-87.

 

             4.   Establish appropriations of  $24,091 in the Probation Department for salaries and benefits  and $ 15,735 for operating expenses based on District Attorney prior year unexpended Proposition 172 revenue. (4 VOTES)

 

             5.   Establish appropriations of $18,594 in the Office of the District Attorney for services and supplies based on District Attorney prior year unexpended Proposition 172 revenue.  (4 VOTES)

 

  1. 6.      Approve and authorize the Department of Human Resources to classify and amend the Compensation Ordinance by adding two positions in the Probation Department.

 

 

 

ACTION:

ON MOTION of Supervisor Roberts, seconded by Supervisor Cox, the Board of Supervisors took action as recommended.
