SUMMARY:

 

Overview

 

A funding source has been identified that was previously designated for a youth recreational project in the Fourth Supervisorial District.  Due to unforeseen obstacles it can no longer be completed.  Keeping with the intent of the former project to serve youth in my district, I am proposing to use these funds to procure after school program services for the remainder of fiscal year 2009-10, until other state and federal grants can be sought. 

 

Funds will support both operational costs of after school program providers as well as administrative costs associated with managing and providing technical support to contractors.   I am requesting that these funds be used for services in the low socio-economic communities of Sherman Heights, Encanto, North Park, Oak Park, Linda Vista and City Heights, which previously had Critical Hours After School Programs funded by the County Health and Human Services Agency (Agency).

 

Recommendation(s)

 

SUPERVISOR RON ROBERTS

  1. Authorize the Director, Department of Purchasing and Contracting, to enter into negotiations with The Children’s Initiative for a sole source contract, and subject to determination of fair and reasonable pricing and terms, award a contract in an amount not to exceed $241,981 to oversee and administer a after school program services in District Four, through June 30, 2010, and up to an additional six months if needed, subject to availability of funds; and authorize the Director, Purchasing and Contracting to amend the agreement as necessary.  Waive Board Policy A-87, Competitive Procurement.

 

  1. Cancel appropriations and related Operating Transfer from the General Fund of $241,981 in the Capital Outlay Fund for Capital Project 1000019, Heritage Park Carousel, due to the cancellation of the project.

 

  1. Transfer appropriations of $241,981 from the Contributions to Capital Outlay Fund, Operating Transfer Out, to the Heath and Human Services Agency, Juvenile Diversion Program, services and supplies, to provide funding for the contract with the Children’s Initiative for the after school program services.

 

 

Fiscal Impact

 

 If approved, this request would provide funding of $241,981 for after school programs for one year period and up to an additional six months if needed. The funding source is the general fund. No increase in staff years is required.

BACKGROUND:

 In 1996, at the recommendation of Supervisor Cox and me, the Board agreed to fund after-school services for middle school children between the critical hours of 2:00 PM and 6:00 PM, a time research showed the majority of crimes are committed by youth.  Over the past 12 years, this program has operated regionally providing a variety of enrichment activities to students.  Services focus on enhancing skills and protective factors as a strategy to prevent and reduce at-risk youth behavior such as criminal activity and substance abuse.

 

Today’s recommendation would authorize the Department of Purchasing and Contracting to enter into negotiations for a sole source contract with The Children’s Initiative, and upon successful negotiations and determination of a fair and reasonable price, to procure after school services that mirror previous contracts established by the Agency for the Critical Hours Program.  These include, but are not limited to, academic support, skill development and enrichment activities with an emphasis on promoting healthy lifestyles.  I am requesting that this allocation support middle school youth in the low socio-economic communities of Sherman Heights, Encanto, North Park, Oak Park, Linda Vista and City Heights over the next fiscal year, with the understanding that on-going funding support from state and federal sources will be identified to keep the after school programs sustainable into the future. 

 

The Children’s Initiative, through its development and leadership of the San Diego After School Consortium, is uniquely positioned to manage and monitor after school contract providers. The Children’s Initiative serves as the chair to the state After School Advisory Board, which develops and advises the governor on state and district policies.  Over the past eight years, The Children’s Initiative has been the lead provider of technical assistance, developing best practices, curriculum development, cross system communication and training for both County Critical Hours After School Programs and other related juvenile justice programs.  Over that same period, the Children’s Initiative has helped to provide and expand services to over 300 additional after school programs funded by state and federal government grants throughout San Diego County.   

 

The Children’s Initiative also has experience identifying, writing and obtaining state and federal grants, as well as garnering foundation dollars to support after school programs countywide.  In fiscal year 2006-07, The Children’s Initiative was instrumental in obtaining $57 million in before and after school grants totaling over $240 million since in 1997.  

 

Today, I am requesting your support to allocate funding to after school services for middle school youth in Sherman Heights, Encanto, North Park, Oak Park, Linda Vista and City Heights for a limited time until other state and/or federal grants can be obtained to sustain the programs.
