San DiegoCounty’s Operational Area Emergency Plan includes numerous municipalities, public agencies and community partners. Each of these partners is committed to their responsibilities and each partner must be able to rely on a team response to a critical disaster, with everyone fulfilling their role.
Annex G of the emergency plan addresses care and shelter operations during and following a natural disaster, technological incident and nuclear or other defense emergency. The overall objective is to meet the food, clothing, shelter and psychological needs of people on a mass care basis and assist with the post-disaster recovery. In light of recent problems with the designated care and shelter provider identified in the emergency plan, it is essential that a complete review of Annex G of the plan be conducted to ensure the preparedness of our region in the event of a major disaster; and to provide a list of other organizations in the region who are capable of providing these services.

CHAIRMAN RON ROBERTS AND SUPERVISOR DIANNE JACOB:
Direct the Chief Administrative Officer, while working with the Unified Disaster Council, to review Annex G of the Operational Area Emergency Plan, report back to the Board of Supervisors within thirty days with a list of other organizations within theSan Diegoregion that have the ability to provide these services and recommend any needed changes.

BACKGROUND:
San Diego County’s Operational Area Emergency Plan includes numerous municipalities, public agencies and community organizations. Each of these partners is committed to their responsibilities and each partner must be able to rely on a team response to a critical disaster, with everyone fulfilling their role.
Annex G of the emergency plan addresses care and shelter operations during and following a natural disaster, technological incident and nuclear or other defense emergency. The overall objective is to meet the food, clothing, shelter and psychological needs of people on a mass care basis and assist with the post-disaster recovery.
The response and performance of fire departments, emergency agencies and law enforcement are thoroughly reviewed and evaluated following a large-scale emergency. A component of Annex G is the Care and Shelter Subcommittee of the Unified Disaster Council, which is charged with developing and maintaining the shelter operation plans, and reviewing and updating Annex G, as needed. This subcommittee has never met.
In light of recent problems with the designated care and shelter provider identified in the emergency plan, it is essential that a complete review of Annex G of the plan be conducted to ensure the preparedness of our region in the event of a major disaster; and to provide a list of other organizations in the region who are capable of providing these services.
