Overview
|

|
On December 9, 2003 (7), at the request of Supervisor Roberts and Supervisor Horn, our Board directed the Chief Administrative Officer to explore the creation of a governing body that would oversee the operation of a fire and life safety helicopter program. On February 10, 2004 (1), a five member Fire and Life Safety Helicopter Operating Council was formed. The purpose of this Council, when it was meeting, was to advise our Board on all matters pertaining to the fire and life safety helicopter, including the most cost-effective type of helicopter, staffing issues, funding options, etc.
Since then, the county has purchased two fire and life safety helicopters which are operated by the Sheriff’s Department, rendering the Operating Council unnecessary. This is a request to dissolve the Fire and Life Safety Helicopter Operating Council.

BACKGROUND:
Many boards, commissions and advisory groups are created to achieve a specific purpose. Often, by default, they continue to operate well after their original purpose is achieved, causing them to become institutionalized.
On December 9, 2003 (7), at the request of Supervisor Roberts and Supervisor Horn, our Board directed the Chief Administrative Officer to explore the creation of a governing body that would oversee the operation of a fire and life safety helicopter. On February 10, 2004 (1), a five member Fire and Life Safety Helicopter Operating Council was formed. The purpose of this Council, when it was meeting, was to advise our Board on all matters pertaining to the fire and life safety helicopter program, including the most cost-effective type of helicopter, staffing issues, funding options, etc. Since then, the county has purchased two fire and life safety helicopters which are operated by the Sheriff’s Department, rendering the Operating Council unnecessary.
The County has received the benefit of volunteers who have sacrificed their time to assist the board with public policy. The County must respect their commitment and insure that their time is invested wisely by providing a specified goal with an achievable duration of service. This item will direct the Clerk of the Board to take the necessary action to dissolve the Fire and Life Safety Helicopter Operating Council.
