DESIGNATION OF THE TRANSNET EXTENSION AS PROPOSITION A (DISTRICT: ALL)

 

SUMMARY:

 

 

Overview

 

In 1987, voters in the San Diego region approved a half-cent sales tax to fund various transportation projects throughout the region.  Known as TransNet, this 20-year, $3.3 billion transportation program is set to expire in 2008.  In November of 2004, San Diego County voters will have the opportunity to consider this TransNet Extension and its companion expenditure planIf approved, the TransNet Extension could generate an estimated $14 billion for transportation improvements throughout San Diego County. Today’s recommendation would designate the TransNet Extension as Proposition A on the November 2, 2004 ballot.

Direct the Chief Administrative Officer to designate the TransNet Extension as Proposition A on the November 2, 2004 ballot inSan DiegoCounty.

BACKGROUND:

In 1987, voters in the San Diego region approved a half-cent sales tax to fund various transportation projects throughout the region.  Known as TransNet, this 20-year, $3.3 billion transportation program is set to expire in 2008. 

The dollars currently generated through TransNet are combined with state and federal funds to improve the transportation network in the San Diego County region.  The San Diego Association of Governments (SANDAG) acts as the regional agency for decision-making on transportation, and allocates the TransNet funds for highways, transit, local road projects, bicycle paths and facilities according to a defined expenditure plan.

 

On May 28, 2004, the SANDAG Board of Directors, acting as the San Diego Regional Transportation Commission, approved a resolution calling for an election regarding a proposed extension of the TransNet Program to 2048.  In November of 2004, San Diego County voters will have the opportunity to consider this TransNet Extension and its companion expenditure planIf approved, the TransNet Extension could generate an estimated $14 billion for transportation improvements throughout San Diego County.

 

A 40-year extension of TransNet would provide funding for vital transportation projects that serve as the backbone for our growing region.  Due to the critical importance of our transportation network to the County’s residents and economy, San Diego County voters must have the opportunity to carefully consider this measure.

 

Today’s recommendation would designate the TransNet Extension as Proposition A on the November 2, 2004 ballot.  Designating the TransNet Extension on the ballot as Proposition A will send a message to San Diego County voters about the impact and importance of the measure.  Additionally, designating the measure as Proposition A at this time will allow ample opportunity for the dissemination of accurate and detailed information about the measure as it will appear on the ballot to San Diego County voters.
