Cut The Chains And Open The Lanes

COUNTY OF SAN DIEGO

BOARD OF SUPERVISORS

1600 PACIFIC HIGHWAY, ROOM 335, SAN DIEGO, CALIFORNIA 92101-2470

AGENDA ITEM

DATE:

July 29, 2003

TO:

Board of Supervisors

SUBJECT:

CUT THE CHAINS AND OPEN THE LANES! (District: All)

SUMMARY:

Overview

The HOV/Express Lanes on I-15 are currently underutilized because they are not open on the weekends.  This action will state our Board’s conviction that these lanes should be opened to weekend traffic.

Recommendation(s)

SUPERVISOR ROBERTS AND SUPERVISOR SLATER:

Approve the attached resolution recommending the immediate opening of the HOV/Express Lanes on weekends for use by high occupancy vehicles and FasTrak customers.

Fiscal Impact

None.

BACKGROUND:

Our Board has consistently sought creative ways to address traffic congestion, one of the highest priority concerns of San Diego County residents.  Today’s action will tell Caltrans and SANDAG that our Board wants the Express Lanes opened immediately for weekend travel.  Caltrans should use the data they already have to determine the demand pattern, and open the lanes to serve that demand.

More capacity will result in a quicker and safer trip for people using I-15 on the weekends.  As the folks at Nike say, “Just do it!”

Respectfully Submitted,

RON ROBERTS                                                               PAM SLATER

Supervisor, Fourth District                         Supervisor, Third District
